On iOS and iPadOS uploading a picture from your Photo Library will not include the location unless in your Camera settings you have your Camera Capture Format set to "Most Compatible". If you don't want to switch to use that setting you can save the photo to another location on your device (or iCloud Drive, OneDrive, or Google Drive) using the share menu, then "Save to Files", then upload the photo from "Choose File" (video here).
